Ask HN: What are the startup-kind of apps to look for nontechnical cofounders?

I like to know when I see an app just says "funded startup" after tooling around on bigger, established sites. However when it comes to scouting business persons, I don't seem to have the vocabulary to find the right source. I think I'd have to give the role a partnership or C-title, which means incorporating. I've gotten here before. All I had to do was find a real business person. Please advise.
