I think the author is making a case that modern design tools (e.g. Figma) are so much quicker to work with today, so it’s not a ton of overhead to use fancier mock-ups when seeking user feedback.

Makes sense to me. That said, the last end-to-end app that I designed was in Balsamiq. It was great for a fully interactive prototype that took days to build, rather than literally weeks to code.
