How exactly are they using SGX here?
Good question. I'm not sure how this is supposed to help keep records secure. Unencrypted copies will probably make it outside the computer. They'll probably be printed.
Sounds like something massively over-engineered and sold to the government by a consultancy. Intel loves this because it puts the client's data in a cage which is locked from the inside, and they must keep buying servers with Intel chips no matter what.
Sound like a scheme the German government would be happy to invest into.

Having no clue of subnet masks, CIDR or VLAN at all. Just 192.168.x.x bla bla yada yada.

It was like they had been collected from the streets, given a crash course, and a badge. Seen this personally a few times.
