I thought the same but boy is it satisfying when they do.
My stock response includes "if you're unwilling to disclose a salary range, please stop contacting me" and I have gotten responses from recruiters like I told them I fornicated with their grandmother.
I've long since deleted the recruiter's response, and my own template, too.
In the end, it did boil down to "Look, I get 10 cold emails a week. I won't give you my phone number or call you myself until you tell me the industry and salary. If you're unwilling to do that, consider this the end to our conversation. Further emails will be deleted unread."
It's just not worth it to spend even 1 second of your day dealing with that sort.
