Shouldn't society just be charging people with "being as psychopath in public", same way you'd charge someone with being drunk in public or other post-disestablishment-but-still-immoral-and-illegal types of crimes? Charging her with merely, say, trespassing, desecrating a grave, theft of property, illegal disposal of human remains, etc, isn't going to really fix the issue that she remained untreated for years until she finally detonated, potentially depriving people of their future, although unlikely, lives.
