New York City Council Passes Sweeping Food Delivery Protections (bloomberg.com)

My understanding (quite possibly incorrect) is that this only protects delivery folks working for app-based delivery services, not those employed by restaurants.

I wonder why those folks aren't covered? My guess would be that they're covered by regular employment laws, but I'm sure many folks would fall through the cracks.
