Right beside it on similar surveys are the importance of things like talent retention. That doesn't seem to be a priority anywhere. So I am skeptical about this being anything more than a wish (backed up by no action) to be more innovative.

This article is just trying to sell the reader on the "Rare Breed" idea. For every successful "Rare Breed," there are nine who failed. I say let the companies decide who they want to employ.
