HN is blocking my content

When logged out, HN doesn't display all of comments from https://news.ycombinator.com/threads?id=b7bfcdeaab33

It doesn't display this one https://news.ycombinator.com/item?id=28701763 that is marked "flagged".

How is there freedom of speech on HN when a "flagged" comment gets censored? Who has the power to flag comments?
