Part of being a democracy means you can instantiate new legal rights. If they go too far (e.g. max 20 hour work week) then they will pay for it - business will leave the country. This seems like it is going too far imo.

You don't have the right to a job. You only have the right to work (and it's a human right - it has nothing to do with legal system).
Therefore, working remotely is already a right, but not a privilege.
That being said, no one can be forced to employ you. If you find an employer who offers you one, fine, but you can't tell people who they can and can't employ.
