If NASA found that Webb were directly responsible for the firing of gay and lesbian people, you think they would still keep the name?
FWIW, I think we shouldn't name scientific instruments after non-scientist government officials. I really don't see how that's a good choice in the first place.
People are going to examine the records anyway, esp. once the archives are open again, so I'm surprised at the lack of a NASA report of what was done.
Also, I'm curious why there's no mention of Webb as an administrator during the Jim Crow area.
