Is it time for a “not enough just running” manifesto?

Recently I read some articles (https://blog.royalsloth.eu/posts/it-takes-a-phd-to-develop-that/, https://www.zdnet.com/article/another-reason-why-developers-are-quitting-to-escape-from-your-bad-code/, to name a few) about the quality of software and that made me to wonder: is it time for a "not enough just running" manifesto?

IMHO, it is about damn time!
