Ask HN: What is the deal with Do Not Disturb mode on Android?

So a few day ago I wanted to disable all notifications on my phone so I can focus on my work only to be shocked that many apps were still sending me notifications. How is this normal? Are there so many loopholes in the system that allow apps to grab your attention that Google gave up all together? What's the point of having a DnD mode that doesn't work?
