India's cards no longer work on Heroku

The Reserve Bank of India rules against storing credit / debit cards have gone into effect, and Heroku always stores cards before using them - which means that no cards from India work on Heroku any more.

Anyone who has dev or prod workloads on Heroku and paying with Indian cards is going to see failed payments and a possible default. We need to get Heroku to hold these accounts open and consider alternatives if they're not responsive.

There are no alternate payment methods / no Stripe Checkout style one time payment options.
