The progression here is pretty funny. Prometheus is a clone of the deprecated monitoring thing at Google. It's really awful but the public loves it, for some reason. So now Google offers, as a service, a clone of Prometheus running on top of Monarch, the thing they developed to replace borgmon, which is the thing that inspired Prometheus.
Prometheus is much easier to deal with (setup, operate and understand) than Monarch. That's why Prometheus gains increased adoption.
There is constantly growing ecosystem around Prometheus with hundreds of various exporters, client libraries, integrations and long-term remote storage systems (Thanos, Cortex, VictoriaMetrics, M3DB).
