What are the chances they set their world origin in San Francisco?
My guess: There's a small inaccuracy in the map data (I can think of a number possible ways this could happen) leading the cars to think that the dead end road connects somehow to where they want to go, but it doesn't. So they give up but don't update the data for the rest of the fleet.

And once these vehicles become sentient they’ll be flocking away from San Francisco.
The area in question is quite nice and doesn't have as many of the problems as other areas of the city you are probably thinking of.
Interesting. I’ve noticed a lot of bad directions from Google Maps the past month or so. Same issue?
