Most promotions are on relationship basis. Sex, race, religion, region, culture... only matters to the degree that those people associate easier, or have related for longer, so they trust better, and as important as promoting knowledge is promoting trust for both parties
Promoting someone only for their very good skills, without a good relation, might result in exploitation and discarding as soon as you're not performing
