Rockets are one of the few things that cannot be electric thanks to Earth's deep gravity well. However it should be noted that:

1. Emissions from rockets are a tiny, tiny fraction compared to that from transportation and/or aviation

2. They have repeatedly stated that they are support a carbon tax that they would have to pay for using methane in their rockets

3. Their eventual plan is to scale up a CO2->CH4 plant based on the Sabatier process, something that can also be used on Mars for fuel production. However this technology is not mature yet to scale to the quantities currently required.

The author says they don't mind rocket emissions. The problem is with the 250MW power plant that is allegedly being added to the PEA without many details and incorrect emission numbers. No mention of a gas pipeline even though that is required to run a 250MW plant.
