Seasteading seems likely to eventually work out, but has turned out to be extremely difficult to actually pull off. The most robust designs currently have some kind of long tower that keeps habitable areas well above waves and extends to a significant depth to reduce the amount of bobbing up and down. The really big challenge is the logistics as travel and deliveries to and from floating platforms are a challenge regardless of their exact form.
