the main type of free speech I care about is facts and logic. opinions and faith based speech is less important IMO. So we should be able to say this happened (if it really did). Or there are 10 houses on that street (if there really are). Inconsistent and wishful speech is pretty pointless and we have too much of it probably, I wouldn’t miss it as much. libel and slander are already risky even outside China.
who decides on what is a "fact"? a lot of things that you think is a fact, can be interpreted as just your opinion. But have the state decide what can we be said and read will not result in something good for the normal people, with the exception of harmful speech. Its quite difficult to find the line where harmful speech begins, since speech as a whole can be interpreted quite different.

science starts as opinions/theory until tested and proven :)

We have logic that requires inconsistent facts to be split into truths and falsehoods. truths propagate, falsehoods self destruct.
