Ask HN: Could alternative cellphone providers be the ones initiating SIM swaps?

I follow trends by chance, and noticed so many SIM swaps that occur with cryptocurrency are from alternative cellphone providers. I know they probably have less sophisticated anti-fraud technology, but could they be the one seeing the verification codes, realizing it is a valuable account, and initiate the SIM swap themselves. Just a thought.
