There is no rationality behind the response to covid in general: I'm in Denmark. Two months ago (or so), covid was downgraded from "a danger to society" to "a dangerous disease". Most test centers were closed.
Now its been upgraded again and the "coronapas" passport reintroduced. So, I spent an hour or so this morning in a crowded test center with lots of other unvaccinated people, waiting to get tested. Its almost as if they want people to get infected.
By the way, I'm not complaining for myself. I decided long ago that the authorities can go fuck themselves. I would prefer to get covid, even if it means I die (which I won't with at least 99,8% probability) than kowtow to these health popes and cardinals, with their cowardly, destructive, stupid policies.
