Sounds like they want to sound more 'worthy' be calling themselves an institute.

Translation: We will make sure that you are not getting a refund.
Yes. It's hard to read these changes (along with the prior layoffs) as anything other than their business model wasn't working at all and they've had to change to being a regular code bootcamp.
