YouTube Live Featuring Scammers on the front page

How can Youtube allow an account to change its name to that of a well known crypto exchange, and someone to post a video to that account of a well known industry figure, while directing people to click on a link where the goal is to steal crypto?

Surely this is being an accessory to crime?
