This was created today. Why are you sharing it already? I can't tell what it is, and the READMEs for both repos barely say anything.
I spent a 24 hour hackathon to scratch an itch and wanted to share. While the UX could have been more streamlined, this is a POC.

1. Publiush publishes and seeds a torrent magnet.

2. A web3 "handshake" name points to the magnet.

3. Federalist is a simple interface on webtorrent which downloads and displays the torrent.

It's using existing technologies and mashes them up to create a peer to peer browsing experience.

I thought it was pretty cool and wanted to hack it together and see what it looked like!

Hope this clarifies and hope you like it. It's a POC so the code is minimal and easy to check.

Edit: The 24 hours was mostly reading haha

dumb question: Why is the web3 handshake necessary?
