I'm glad this barbaric practice is coming to an end.
Think about the chef who has cooked 5000 lobsters in his career, are you really sure that you (a policy maker) want to micromanage that guy and tell him how to do his job? Don't let your moral crusading get in the way of people who are just trying to eat.
Are we sure we want to prevent unnecessary animal cruelty, you mean?
