I mean that's another problem - America's general "killing people in other countries is ok if it might be the enemy" results in unending variations of this. The current bout of bombing civilians started in with the invasion of Afghanistan in 2001 (I think?), but before that they aggressively bombed Vietnam.
But there is a real difference between indifference to collateral deaths and actively trying to eliminate entire races/religions/etc, and so it's important not to fall into both-sidesism.
