If by "works", you mean creates a functional society, that seems probably incorrect. The "will of the majority" can and has been wrong many times. What's most popular isn't always what's best.

The whole purpose of the Bill of Rights was to enshrine particular rights against the majority voting them away. In other words, I agree with you. "Majority rules" has many problems that were debated in the Federalist Papers.
