New evidence of widespread wage theft in the H-1B visa program (epi.org)

Being that wage theft is 3-4 times greater than all the robberies, burglaries, larcenies, and motor vehicle thefts combined ... I can't tell if $95 million stolen from H1B's is higher or lower than the typical rate stolen from regular citizens.
