For anyone thinking "yes, but it's too cold/wet/windy to go outside right now" that means you do not have the right clothing.
This year for our 2yo we bought waterproof trousers, jacket, gloves and boots. It keeps them warm and dry, and is still flexible enough that they can play without issues.
It has allowed us to explore autumn and winter without worrying about the weather. Yesterday we went to play football when it was raining sideways, and yes the clothes got muddy, but no big deal.

It may be possible to dress for the weather, but 4–6 hours is a very long time to be outside at those temperatures. None of the snowsuits I have found on that site are rated for temperatures below -30°C, and none of the children's suits appear to go below -20°C (though perhaps I am looking in the wrong category).
