Some people do, some don't. Just like some people obey the "rule" of not to murder, while others don't (including governments).
Rules can certainly be broken, and that's not always a bad thing as our understanding of what it means to be alive and free evolves over time. The rule that women shouldn't be allowed to vote in a democracy is a great rule to break, for instance.

Ummm… Asimov's laws of robotics are taken from Science Fiction books, so I'm guessing probably not taken seriously by those people actually building "autonomous killing machines" (modern military)?
