On one hand Ford does very deep fleet discounts. There's no way to tell how much it actually cost them.
But on the other hand, being given 11.5m to buy 160ish cars and spending every penny of it is exactly how government "use it or lose it" budgeting works so I wouldn't give NYPD any credit either.
They paid $200 million to settle claims against them last year. The idea that there is any accounting of budget on this front is ludicrous. NYC is a spending machine. This is nitpicking pennies.
This seems eminently reasonable considering how much time law enforcement vehicles, especially ones dedicated to certain types of enforcement, spend just idling or parked while the officer stands around. Heck, about half the cruisers you see on traffic detail are just running the lights with nobody in the car.
Municipal fleets have a lot of use cases that are perfect for EVs, that adoption has been so slow tells you something about how the numbers pencil out.
