Food is a "critical and immediate" need for the poor (vs. chronic lead exposure, flood-prone slums, high infant mortality, etc.). And the situation has very likely changed (both on the pandemic and government response sides) in the ~4 months since the article was written.
So - with no date in the submission's title, it is badly misleading to the 99% of HN readers who are just skimming through. Vs. clicking on and closely reading the article.
