Ransomware gang coughs up decryptor after realizing they hit the police (bleepingcomputer.com)

I wonder what the thought process is. Would the investigations be more targeted were the files to remain encrypted? I get the rationale that US Government agencies won't pay but giving a free decryptor to law enforcement seems bad for "business".
