That must be some really good marketing that makes the clash with reality so potent. Article doesn't mention what other cities produce the same effect.
I think it's the romantic depiction in Anime and other mediums that show it as only it's beauty and none of the flaws of regualr cities. For example, almost every show about New York City is about it's depiction of how much of a "city" it is, with the noise/how dirty it is/the amount of people, something that every city, including Paris has.
