No. It's the Queen putting the interests of the royal family (the institution) above those of one of its members.
The monarchy in Britain is basically by consent these days, and has held its position since the abdication of Edward VIII in the 30s on the basis of a very effective PR operation. That's why Andrew was stood down from public appearances some time ago: it doesn't matter if he's guilty or not, anything publicly associating the monarchy with child abuse is a public relations disaster.
My personal hope is that Charles is a bad monarch, and William turns out to be one too. That would probably be enough to get us a (ceremonial) presidency on the Irish or Israeli model.

My feeling, as a Brit, is that the monarchy as we know it will end with the Queen.
I think Harry knows it too, which is why he had opted to leverage what glamour remains to bootstrap his own fortune outside of the Royal Family, before it fades away. Give up the titles and duties, start selling some merch, go on Oprah, sign a deal with Netflix, go to Hollywood... why not.
It might just about keep going under William but they're one scandal away from oblivion

There isn't really a whole lot that monarchs can do in this day and age to be "bad". The criticisms of Charles exist, of course, but the monarch doesn't really have to do anything other than avoid scandals and be a good figurehead.
Replacing the monarch with what will, at best, be another faceless Labour / Tory MP doesn't exactly sound like something to be wished for as far as I'm concerned.
