If you aren't heard you are have no chance of wrongs against you being fixed if you are loud enough to be heard you are "toxic".

The only logical thing to suppose is that fines for some degree of noncompliance ought to continually increase to the point its impossible to continue breaking the law without having the government come take your building and sells it to someone who at least has a chance of doing a better job.
