Not shocking at all, when I worked in Germany the vast majority of my non-management colleagues were either from Southern EU countries or Eastern Europe and it was clear that there was a massive domestic labor shortfall even then (~5 years ago). But wow, the politics are tough balancing this clear economic need and convincing Germans attracted to AFD (far right) already because of the intake of refugees (among other issues) that this is actually a net good for Germany. I don't think there will be major moves from the center/left on this out of fear of propping up the right further and giving them more ammo but that's just pure speculation on my part.
