Multisig wallet or common treasury – is there something outside crypto?

I'd like to create a common treasury for me and some friends. We committed together to a project and whoever misses the weekly call is fined from the deposit they put in the treasury. At the end of the committed period all get back their funds - fines.

Do you know of some tools?
