I think this is an energy activated "nano-scale" vector. Whether the vector is microbial, or chemical, I think one way to look at the support for this theory is because the targeting is so specific.
If it was just "directed energy", surely other people would get cooked as well.
But if you combine two vectors, you can target right down to the individual, simply by having some physical contact to deliver the "nano vector" and then bathing the general area in the right type of radiation to activate it.
It also provides extremely wide options in terms of tissue/protein targeting, and the technology for doing this targeting already exists. The non-obvious thing to me is how do you then "activate" it with energy...but I'm sure it's possible.
I think I get the how--but I don't get the why. Why only "embassy staff"--why not target other influential or important people?
