Screen flicker even with latest Ubuntu and popular laptop

I'm using Ubuntu 21.10 and a modern Dell laptop (XPS 13, 7390) and still have to add a kernel parameter (i915.enable_psr=0) to get my computer to work correctly. Actually, it turns out that I need this kernel param on my work laptop too, which is another popular Dell Latitude laptop. This has been required for over a year now, despite keeping up with all the OS updates. Why is this still happening? I appreciate all the volunteers working on Linux, but do none of them use popular hardware?

Why should they? Dell is selling the laptops with Linux, they should be the ones to test. Would you ask the same question to Microsoft for a windows driver bug?

I would be super annoyed if I bought a copy of Windows and it didn't work on one of the most popular devices out there. And especially so if the problem was left unaddressed after over a year of updates.
