The subtitle said "Money alone won't do it".
When I saw the headline, I was really hoping that the accompanying article was actually not an argument for keeping pay stagnant, but it effectively was. So disappointing.

Does the author not know that pay is not even keeping with inflation right now?

I see it as an optimistic but non-bullshit viewpoint: by actually becoming a better workplace (and the examples are serious improvements, not mere posturing) it's possible to compete with employers who pay more but suck. Easier said than done, especially considering that anything costs time and money.
Theoretically, by removing bullshit and friction from the job environment, employees will get more done, therefore making the company more money, therefore providing a larger pie to divide between them.

So on the topic of employee retention, there would be a "both/and" rather than an "instead of" argument, it seems to me.
