Ask HN: How to Solve the Energy Crisis?

There is currently an Energy crisis going on in Europe. How would you solve it without developing any new technologies and without making any changes to existing governmental policies?

I am specifically looking for existing technologies to increase energy production (not reduce consumption) which can be re-structured regarding their ease of use and their underlying incentive structures.
