Lol, that'd be Putin's wet dream. So all Russians switch to alternatives fully owned and controlled by the government and he gets to blame the west for the switch.

Militaries run on tech. Russia, by itself, can't keep up in the tech race, which means Russia's military can't keep up in the tech race. I'm pretty sure Putin does not want that.
