When the US threatened sanctions, Putin threatened something like "a painful response to sensitive areas". I heard that as threatening a cyberattack.

So this may be Biden saying "You don't want to open that door".

Yeah, I don't see why else four of the people in the meeting would go public with this. Seems like it is being done more as a threat then anything else.
