I think the UEFA should ban all russian participation, like all the west should have stronger actions and isolate russia on different levels, most importantly isolate the economy and flatten it the ground, it is possible to do but there is always a cost for that. But it is the least it can be done if military intervention is not on the table.
Also taking a serious stand against russia should be a priority, there are many conflicts that you can support sides that are facing Russian aggression which shouldn't be costly. Lets not forget the US passing on russian actions in.syria gave putin thr confidence and chance to act stronger in Ukraine. We can think about Libya where there ar some US allies in the region and France supporting the russian actions there.
Raising the costs to russia will be the only chance to avoid the possible terror of wars that might happen later.

Russia would not have pursued this invasion if they weren't confident that they had an answer to that in the form of China.
That's not to say that sanctions wouldn't have a huge impact, but not to the degree that you're hoping. And the effect of sanctions becomes weaker every time they're used, as the target market will find alternative paths.
