They're likely used for intelligence purposes. The metadata and surveillance access is probably more valuable for Western intelligence than public disavowal by Apple, so Apple might be stuck with egg on its face in public because of cooperation in private.

Only after a MANGAM company gets banned by Russia can they signal public support for Ukraine, unless the surveillance or propaganda potential isn't useful for this conflict.
