Is this specifically related to lockdowns or remote work in general? If the latter why would they want to discourage remote work? Economic reasons?

I can see an argument that we don't want to become a nation of hermits. Plus wfh has an outsized impact on those that have kids, don't have a lot of space, etc etc, ie the poor. There is very little national interest I think in encouraging wfh (a counterargument would be the environmental impact of commuting). Plus as you say, the economic arguments.
I'm going to guess that working from home has some economic impact over certain industries and services.
Because keeping city delis running > climate change wins due to reduced commuting. Clouds don’t vote.
I have an incredibly hard time imagining the busy city ever happening again. A huge number of these folks are never going back in office.

The comment about Google in NYC being a better work environment, more space ammenities & luxury rings true to me. But few will be able to match this environment. And enough have gone full remote already, in most cities, that I have such a hard time imagining vibrant commercial/office city life again. More mixed use zones will fair better.

Also werent we still in huge spike a month ago? How are we going to be ok, particularly post mask-mandates , all going back into the cities?
