What does "nutritionally complete" mean?

People on vegan or vegetarian diets must take supplements for various minerals, notably B12 vitamin, but also iron, zinc and a few others to avoid becoming deficient in them. Is a meal "nutritionally complete" when it is missing necessary nutrients?
