There's a big difference between Russia "voluntarily" disconnecting from the Internet and Russia getting disconnected by other parties.
This is addressed to the federal government agencies, not for everyone.

TL;DR:

Check and actualize the credentials for registrars, change passwords, use complex passwords, use MFA if available;

Move to NS located in Russia;

Remove the loadable JS from the foreign resources (analytics, banners etc) from the HTML templates;

If hosted at a foreign hosting move to the hosting services located in Russia;

If the service is not in .ru TLD move to .ru TLD, whenever possible[0];

On the second page #6: report if the resource should be available abroad.

Honestly, pretty sensible directions for any country. I don't think US Govt would be happy to host some vital services in Alibaba Cloud in Beijing.
