I came across this video today, it's about a book called "Confessions of Economic Hitman" by John Parkins, which describes how IMF is used to hold entire economies of poor and developing countries hostage to enrich the rich. I'm not sure if this is a peer reviewed book, but I'm going to read it for sure.
The book is great and you'll never look at foreign aide the same way again. I also discussed it with a friend of mine who worked in the State Dept for many years before dying on an assignment and he said the book was entirely true.
The premise is that foreign aide doesn't really aid foreign countries but instead is a handout to US businesses who get contracts to supply infrastructure and services overseas.
